Board Meeting

The monthly meeting of the Fairwood West Homeowners Association Board of Trustees was called to order at 7 pm on Thursday December 17thth, 2009.  Trustees in attendance were Lou Carlascio, Adrian Ryneveld, David Mahowald, Pat Wyre, Eileen Richards, Dan Rystrom and Amrik Pandher.  Also in attendance was Barb Simeona, Association Bookkeeper, Battalion Chief Rufener and four homeowners.

The next two HOA meetings are Thursday January 21st and Thursday February 18th at 7 pm
in the Nativity Lutheran Church portable building

Return or respond to the survey you will receive with your Quarter 1 billing no later than February 15th, 2010.

Minutes of Previous Meeting – The minutes from the previous meeting were accepted as presented.

Fire District 40 – For Fire District news please see the FD 40 report in the Fairwood Flyer.  Battalion Chief Karl Rufener from Station 13 was in attendance to report for the Fire District.  He reported that there was a bedroom fire off 116th which was caused by a wall heater and another fire over by Lindbergh High School caused by a plumber working in the garage.  Remember to watch out specific hazards this time of year such as old electrical cords or candles.  It was noted for the record that the department has not named a Fire Chief replacement as of this meeting date.

King County Sheriff’s Report – No representative present to report.

Homeowner Covenant Enforcement Appeals – There were no scheduled official appeals to be heard.   If you wish to appeal your covenant enforcement violation you will need to contact Lou Carlascio and setup a meeting to discuss with the Appeals Committee.  Lou’s contact information can be found in the Fairwood Flyer or online on the Fairwood Community News website as noted above.

There were 2 homeowners in attendance to discuss the fines they had received for covenant violations.  Lou Carlascio asked them to call him to setup a separate meeting to discuss the issues. 

Security – Adrian reported that he had met with the Security representative from Fairwood Crest.  He has submitted a request for a bid on security for 2010 from a private security firm.  He hopes to have a document to review at the February meeting.  It would be a short-term contract with a 30-day termination clause.

He noted he has received no report or communication from Deputy Sheriff Shirley of King County for the previous month.

Financial Report – The financial report was reviewed and questions answered.

A motion was made, 2nd and approved to terminate the agreement with Rainier Collection.

Adrian will provide the flyer survey for the Q1 billing statement.

Barb noted she had received two separate homeowner emails regarding the flyer.

Treasurers Report – David noted that Adrian still needs to get on the signature card and that not much interest is being paid by the banks these days.

Architectural Control Report – Two homeowner’s were in attendance to discuss their carport and plans for a future fence along with a letter received from the association’s attorney. 

Common Properties Report – Holiday decorating in the entryway – Eileen reported that nine strings of lights that were in storage did not work.  The candy canes don’t seem to want to stay up.

Pat noted she feels more money needs to be allocated to buy lights during the after Christmas sales.  Adrian feels he can fix the non-working lights.

David noted he feels there needs to be a decorating plan rather than just going and buying lights.

Adrian also feels there needs to be a plan.

Lou will donate the storage area for decorations.

There was discussion on the two alternative entryway signs.  A homeowner was in attendance to show the samples she had made up.  They are 30” across and 40” down.  She noted that in the North entryway the post is already there.  In West entryway there needs to be a post put up. 

There was discussion on the signs and the idea behind them.

A motion was made, 2nd and approved to have the signs made as presented by Mrs. Ball. 

A motion was made, 2nd and approved to allocate $202.56 to cover the cost of the sign.

Possible post placement in the West entryway will need to be worked out with the homeowner of the property.  The homeowner will present to the board the cost of putting in the post. 

Pat noted that feels the landscapers are not doing a good job in the entryway.  The plants are growing over the lights and not being pruned properly.  She contacted them and they said they had some staffing changes and would work on the issues.  Adrian suggested that she meet with them on site and show them exactly what she feels the problems are.  Pat noted she will setup something for the spring. 

Community Events – The home holiday decorating contest judging will be on December 22nd. 

Pride In Ownership – Nothing until spring.

Covenant Enforcement – The board reviewed all the homes that were previously in process. 

Two violations were completed in November – thank you to those homeowners!

There was an email sent to the board from a homeowner that was previously fined for violations asking to appeal the fines. 

There was discussion regarding how the CC&R’s read regarding working on vehicles on individual’s property. 

Unfinished Business Report – Barb noted that the email will be setup and attached to the Fairwood Community News website. 

A question was asked about renters – where are we on this issue mentioned this fall.  This issue will be taken up after the first of the year.  Adrian noted that the Fairwood Crest has renter control. 

New Business Report – Nothing new.

The meeting adjourned at 8:32 p.m.

The next two monthly meetings of the Fairwood West Homeowners Association will be held on Thursday January 21st and Thursday February 18th at 7:00 p.m., at the Nativity Lutheran Church, 17707 140th SE.
